Remembering Nick Jolmers, a parking pioneer

Nick Jolmers, a pioneer in the field of decriminalised parking enforcement, has passed away after a long battle with cancer.

Jolmers’ career saw him head up major parking contractors and launch a parking and transport consultancy.

He entered the parking sector as managing director of contractor Sureway Parking Services and its consulting arm Capital Parking. Sureway won some of the earliest on-street parking contracts from 1989 onwards, paving the way for decriminalisation of on-street parking in 1994.

Sureway also developed and implemented average speed camera technology, taking it through the Home Office type approval process. The company was also the first contractor to undertake wheel clamping and removal of untaxed vehicles on behalf of DVLA.

Sureway was acquired by VINCI Park in 1999. Following this Jolmers entered the world of parking consultancy.

In 2000 he was one of the founders of Triumph Consultants, which specialised in project management and recruitment in the parking and traffic management sector. 

Among the projects he was involved with was the implementation of the London Congestion Charging scheme and, more recently, the piloting of Westminster City Council’s parking marshals concept.

In 2008 Jolmers also took up a role with APCOA Parking (UK) which saw him lead its activities in the Abu Dhabi market.

Jolmers was a regular speaker at Parking Review events during the 1990s and also a jury member of the British Parking Awards.
