A director of a leading property company has expressed concerns about the use of ANPR enforcement in retail car parks.
Allan Lockhart, property director at New River Retail, told Radio 4’s You and Yours consumer affairs programme that his company tends to “shy away” from using an enforcement-based approach to managing parking at its 45 shopping centres.
