A hotel could be built on a town centre car park in Shrewsbury.
Proposals for the site on Barker Street include an 83-bed Travelodge hotel and three retail units.
Shrewsbury Town Council is concerned the development is too large for the site, which sits between Claremont Street Baptist Church and Rowley's House and Mansion.
Historic England also has concerns about the overall design and massing of the scheme.
Under the plans, the existing car park would also be reduced from 93 spaces to 27.
