Elevated walkways would cut Oxford Street congestion say experts

Ken Livingstone should scrap his vision of a tram running along Oxford Street, London's premier shopping street, in favour of elevated pedestrian walkways - 'skywalks' - and a revamp and reduction of bus services, according to a discussion paper prepared by consultant Mouchel Parkman.
