A permit scheme for managing roadworks in four authorities in the East of England went live this week. The scheme covers Hertfordshire County Council, Southend-on-Sea, Bedford and Luton borough councils, with each authority operating the common scheme in the same way. The scheme covers all the roads in each of the four authority areas. Anyone carrying out roadworks will have to seek prior agreement from the council and possess a permit in place before starting work....
