Cost-benefit analysis is at the root of HS2’s problems

I find it ironic that the pioneer of cost-benefit analysis, Sir Christopher Foster, should suggest that HS2 fails to make a credible case (ibid). The reason HS2 appears not to make a credible case is quite clear. It is because the choice of route and stations is based on the very same cost-benefit techniques that Sir Christopher pioneered.
