Welsh study M4 junction restrictions

The Welsh Government is to consider restricting access to/from motorway junctions on the M4 near Port Talbot in an effort to cut congestion. The idea will be examined in a study of the M4 between junction 38 (Margam) and junction 42 (Fabian Way).
