20mph limits will only work if roads are re-engineered

Officials in Bath don’t get it (‘20mph limits haven’t delivered, says Bath’ LTT 26 May). They say: “Some accident reduction has been observed in Bath, but accident increase [sic], albeit slight, has been seen in outlying towns. This mixed outcome seems to be reflected across the country.
